1) Find common ground for the new municipality that honours and builds on the culture, history and institutional practices of the previous two municipalities. This can be done by Council and administration setting appropriate policies and bylaws and then developing a strategic direction with public input.

2) Build a communication plan that keeps the public informed and engaged on the progress of the plan.

3) Develop a positive town office and operations atmosphere as demonstrated by Council and staff in all public settings. This can be done through HR training and development followed by performance review.

4) Develop a financial picture for the new municipality that helps the public to understand the forward capital, operations and fiscal plan...a sustainability plan to give assurance for the newly formed municipality.
