Proposed bylaws for curbside organics and recycling collection passed first reading during council meetings in Black Diamond and Turner Valley on Wednesday, April 6.

The bylaws are Waste Management Bylaw No. 22-1124 in Turner Valley and 2022-05 Waste Management Bylaw in Black Diamond.

To ensure they are the same for both communities, the bylaws will go back to the Joint Friendship Agreement Committee (JFAC) when it meets on April 13. The bylaws will then go through second and third reading during the council meeting on April 20 before being adopted.

The draft proposals include a bi-monthly fee of $47.10 for collection of garbage, organics and recyclables. The proposed fees are $20.80 for garbage, $12.10 for recycling, $12.20 for organics, and a $2 program fee for future cart replacement.

This would be an increase of $7.10* for Turner Valley residents and an increase of $9.27 for Black Diamond residents per billing cycle

Turner Valley removed the $1.22-per-month fee for spring cleanup and cancelled the program. This allows rates to be the same for both communities.

The towns will continue to work together, raising awareness of what can and cannot go in each bin.

Turner Valley Coun. Jonathan Gordon said he is told there will be an auditing process to check that proper material is placed in each bin, and that bins might not be picked up if ineligible items are placed in them.

*Correction: This story originally reported the increase for Turner Valley's rate at $9.54, which is incorrect. The amount has been changed to reflect the correct increase in fees.
